Hearings before Congress

Court cases will address conflicts when one party accuses another of not holding up the law. If you want to research the creation of the laws, you look at Lexis Nexis Congressional. Here you can look up topics (using the same Research Tips) to see who testified before Congress and what they said about the issue. These hearings are often held as part of deliberation about passing bills and creating laws.
